Due to the Puerto Rico crisis recently, it is obvious that Territories do not have the same treatment as States do. The state of Mississippi is one of the poorest states in the Union and yet it doesn't have as much problems as the Territories do.
Both Puerto Rico and Guam have been with the United States for a very long time. They are Americans just like us and yet they can't vote for president. They don't have a voice and they are treated like how blacks were treated during the Civil Rights Era. Every American Citizen should have the right to vote for president no matter where they live. It is either we find a way for the Territory's to have a vote or we make states out of them. When they become states, they should be allowed to keep their culture and language which makes them unique.
