Puerto Rico has been a territory since 1917 when they were granted u.s. citzenship they've been electing a governor since 1948 which is just like every state but still there not a full state yet its wrong that they voted to be in the U.S in 2012 but still not a state I urge you to pressure congress even more too get Puerto Rico as a state
