Make puppy mills illegal

First let me tell you the definition of a puppy mill.
"an establishment that breeds puppies for sale, typically on an intensive basis and in conditions regarded as inhumane"
Puppy mills treat their animals horribly. They don't get clean food and water, they live in small cramped cages and they live in dirty cages with the floor covered in feces and urine. This is abuse! I propose that we make puppy mills illegal and if somebody does own a puppy mill, they should be tried for animal abuse. I also propose that we strengthen the animal welfare act of 1996 to protect animals in cruel homes, laboratories, cruel pet stores and puppy mills.
