Ban outright the use of "puppy-mills". That is to say outlaw the purposeful breeding of dogs in inhumane conditions. Require that the sell of any animal without a proper license to breed and raise them be made illegal.
Require that all breeders raise animals in a humane environment. A Humane Environment being one that gives an animal the necessary space required for it's breed, as well as being able to provide adequate nutrition, hygiene, and attention. As well as encouraging good behavior. What is considered "adequate" should be decided by a recognized authority on the particular animal's well-being.
The exchange of animals between non-licensed breeders will not be banned but the animals in such an exchange cannot be exchanged for monetary gain.
