Puppy mills are legal and regulated by the USDA. Thousands of dogs are euthanized each year because shelters are full. Puppy mill dogs are regulated as livestock and live in terrible conditions. Pet stores sell them. Let's make it clear that we want to stop the abuse of these animals, and close those mills. Dogs are pets in this country.
