The war on terror can occur anywhere, and often occurs far from any military presence. We have multiple acts of terrorism in the US where civilians are injured by America's enemies, and it is civilians that fight back. If a Marine is injured by a terrorist attack, he or she is eligible for the Purple Heart.
We should make the Purple Heart available to ANY American who is injured by the enemy in the field of battle, and the terrorist's field of battle is anywhere they choose.
