make random drug tests a requirement for people receiving welfare from the united states government

I believe that the welfare program has expanded far beyond what our country can support in its current state. After talking to a large number of people about it, I have found that a large number of people on the welfare program are using government money to access drugs, alcohol, strip clubs, and other nonessential functions. I feel that at the very least there should be a mandatory regular drug testing and screening for people both applying and receiving welfare, first of all, to discourage drug use among low (or nonexistent) income americans, and second to possibly ease the burden of support on the government slightly.
