Make the sale of Service Animal ID's Illegal in the United States of America

I am petitioning the sale the Service dog ID's within the United States and though violates even my own rights and owner and handler of a Certified Service Dog, I have had several occasions including with the employees of Veterans of Veterans Affairs having fake service animals that have attacked my Dog. Even within grounds of a VA hospital on more than one occasion. I fully believe that sale and distribution of the ID's should be made illegal unless issued by a Government entity. I would like to see Government issued ID's for service dogs, that can be tracked just the same as a Drivers License, I believe that it would help stop the growing number of people Nationwide from taking dangerous animals into public settings, Protecting the lives of the American People and their Service Dogs.
