Make Social Security not only a stand alone Tax Funded Program , make it preserved and untouchable with ; 1. the program that used its funds to dip into it, no longer available to double dip again, and further make an replenish fund program that the program that used the funds , has to replace them at a higher rate with interest, with or without war being used as a reason to use the funds from social security and medicare.
