Make Social Security SS an independent agency with an Infrastructure Bank/Board investing in infrastructure & approving projects. SS integrates state/local pensions & mandates their funding of employer shares like SS. Create more independent defined-benefit pensions based on career fields like medical, finance, construction, legal, education, retail/service(food, hotel, tourism) that follow workers during their careers. More pensioners give pensions the money/power to own/sit on company boards, preventing cuts/outsourcing.
Pay down unfunded liabilities with a Tobin Tax on financial transactions 0.05–0.1%(Raising$80-100 billion/yr) Revenues will cover SS/underfunded pensions & infrastructure lending. States are charged higher lending rates based on unfunded liabilities now protected with SS
