Make Social Security, Medicare, and Unemployment taxes an option after age 21. Allow anyone currently paying into the taxes a one time window to opt out and no longer pay into these program, along with their employer. If they choose to opt out they can receive a % of what they have paid into the program. If they opt out at age 21 they receive no payout. When they opt out they sign off on all benefits associated with the taxes, regardless of anything that happens in the future. They are on their own. For example when they reach Social Security age they can not draw any benefits from the program. If said person is laid off from their job they do not receive any unemployment benefits.
