Make Solar power on Federal buildings mandatory to reduce taxpayer energy costs and solar costs, and to lead by example.

Greatly reduces the U.S. Government's carbon footprint by requiring federal buildings to utilize solar power to offset a larger percentage of if not all of each building electrical needs. 
State governments who implement these standards will be given federal funding or other tax incentives, in proportion to the degree to which they are implemented.
Government contractors who implement these standards in their facilities will be given preferential treatment in the selection process for government contracts pursuant to their degree of implementation.
In the interest of practicality and fairness, alternate, sustainable, renewable, and provably environmentally safe energies such as vertical wind turbines may be substituted in part, on a case-by-case basis, through taxpayer petition.
