Make Spaying and Neutering a Law in the United States

There are way to many stray and unwanted animals being killed by animal shelters and being abandoned, left to fend for themselves in this dangerous cruel world full of horrible people who would use them as bait, eat them, torture and ignore them each year just because of irresponsible neglecting owners who don't spay and neuter there pets and ultimately deciding to breed continuously without knowing the potential consequences of there actions. We The People would like to ask you, The President of the United States, to please make spaying and neutering a law in the states, requiring all pet owners to spay/neuter there pets, unless they acquire a proper breeding licence. We also ask that all puppy mills may cease to providing bred animals for pet stores, and all be shut down indefinitely.
