Make a standard for police training across the country

This petition is important because of the amount of police killings that were unnecessary the statistics for police killings of this year of 2016, https://www.statista.com/chart/5211/us-citizens-killed-by-police-2016/ (as of July 2016 the count most likely has gone up since then). What i hope to achieve with this petition is to make it standard for police to be put in a more rigorous training program to ensure that the first thing they don't do is reach for their gun. This is one of the things they do in the first signs of trouble. They also have killed people by postural asphyxia in cases where the perpetrator may have a high body mass index, the negligence the police officers have in regards to the suspected criminal is unjust and needs to be dealt with.
