Make state college tuition free, and offer tax incentives for the rich, and or corporations to contribute.

State college tuition should be free. To pay for it, corporations, or private entities may contribute a certain amount in exchange for some sort of tax relief, or deduction. However, if the student does not graduate within a set period, ie, five, or fail to meet a certain standard of GPA, then the burden should fall on them to either pay for further education at that college, or be extricated from the program.
