US citizens should have affordable state universities. The maximum for all universities receiving federal funds should be $6,000, in order for our students to graduate with little to no debt. This will allow them to enter the work force quickly, earn money and not have to lose their check paying back their loans. As for out of state petition, it should be eliminated as it is in Europe.
