make a strong recommendation to cellular service providers to unlock smartphones once customers pay the unit in full.

Smartphone users are not able to unlock their units after they pay it in full. Thus far(in my experience), only AT&T will unlock phones when paid in full, we still have all other carriers preventing consumers from using their $400-600 phone investment with another price competitive service provider. This practice resembles the leasing of a vehicle, with the difference that consumers get to keep the unit, and the unit becomes useless if consumer decides to try more competitive monthly payment for same cellular service. Carriers should follow the AT&T model, and allow consumers to unlock smartphones we have faithfully pay in full, and restore freedom of service selection.
