No elected or appointed official or judge, at any level of government shall make, pass or allow any rule, law, guideline or regulation to apply to the inhabitants of the United States of America, that do not wholey and completely also apply to them. This petition shall apply to any and all existing or future, laws, rules guidelines or regulations.
