In the Military, you are told to "Use your Chain of Command" regarding any problem, including disputes of harassment. But sometimes the problem IS your Chain of Command. Any attempt at involving an uninvolved party is seen as "jumping the Chain" and also results in punishment when your superior retaliates. This is a cycle of abuse where the bully is the ultimate authority as to whether or not they are being a bully. Stop allowing higher ranking people to be the only deciding factor as to whether a complaint has merit solely because of rank structure. Take the power out of the hands of the bully by giving lower ranking people their voice back. Make the Equal Opportunity Manager a group of different ranking people outside of the command and not just another member of the bully's peer group.
