Make a tax on oil companies who refine there oil in the US and sell it to other countries

Oil companies are refining more and more in the US but gas prices are going up. Thats because the oil companies are selling there products to china and russia to make bigger profits!!! Thats why gas prices are going up and oil companies are making soooooooo much money. If we put a tax on these oil companies they will sell them in the US and gas prices would go down.
