Make these petitions easier to read by grouping them in larger imcrements than merely 20.

Limiting the petition groupings to merely twenty makes it difficult for a person reluctant to duplicate a previous petition to investigate ALL petitions. If one appears similiar, and the potential author investigates it, after checking, the person must return comepletely back to the very beginning and sort through all the previously investigated petitions in order to procede to the ones not yet checked.
Grouping the existing petitions in, for example, groups of 50, would make it considerably easier to limit silly duplications. It would be MUCH more efficient.
Those who are forced to sort through the petitions in order to formulate responses would have fewer repe
titions to suffer through.
