Make treaty's with Muslim countries to accept Muslims who desire voluntary deportation

Many Muslims in America, find it difficult to reconcile their beliefs with living in peace in America, such as Major Nadal, who belief Jihad is demanded upon them by God, many Muslims have no where to go, it is in interest of security, to aid in their relocation to a Muslim Country.
Congress has given rights to citizens under 8 uscs 1481(a)(6) to surrender citizenship, however it was made null and void by agency inaction. This petitioner is asking the Obama Administration to accept petitions under the above statute and seek treaties from Muslim Countries to accept Muslims requesting deportation for the safety and security of Americans and religious beliefs of Muslims, as it would be better for Americans and Muslims if each could live in peace in an accepting country.
