umbrellas are bad. when people use umbrellas that is bad. if using umbrellas was illegal that would be good because less people would use umbrellas and we could increase government revenue by fining people who do. in the beginning this law will just be a fine. after a grace period we should imprison people who use umbrellas. umbrellas are bad.
