The Government right now has the tendency of being hampered by Party Politics, even down to its budgeting.. The Republicans does not want Government Spending while the Democrats does not want reduction of benefits to the old and poor.
Why not let Government be more self-reliant so that it does not have to Tax the population (income tax, etc..) which would make Conservatives Happy, while being able to provide free services to those in need - making the Liberals Happy.
Government can do this if it owns money generating properties like owning Refineries and selling its own Oil, Road and Bridges Toll, Owning Airports, Charging other Countries for making the world a safer place, etc...
Government spending would then depend on how much income it can generate from the Business Government has.
