Make US space policy more effective by moving NASA to a multi-year budget with a 10 year term for the NASA administrator

We believe that the President should support Congressional efforts to rationalize the NASA budget process and provide long-term continuity for our nation's space agency.

First, the NASA administrator would be named to a 10 year term with the intent is to provide some continuity in the way the space agency is run and to remove it, as much as possible, from the vagaries of politics.

Second, NASA funding would be placed on a multi-year cycle to reduce the waste and setbacks which occur when NASA projects are cancelled mid-stream due to year-to-year changes in Congressional appropriations.
