make bonuses for all va personal based on verteran's satifaction of that facility. now that no bonuses are going to be given out to top officials in the va you have a chance to change the culture of the va. top officials want their bonuses as we have seen how the manipulate thecurrent system. have the veterans rate the care they are getting at every encounter by using the keioses that are linked to their id card, so hopefully no cheating will occur. make it simple for the vets to fill out, like overall care-specific care recieved today rated on a scale of 1-5 or 1-10. then tie bonuses on the facilities overall rating by the veterans. i believe if everyone including administrators bonuses are tied to how satisfied our ultimate customer is things will change.
