Make war a crime. Start a motion to outlaw all war:
- Solicit all nations to participate.
- Build a pact between the nations pledging mutual assistance in this cause.
- Rule 1: Any nation initiating military aggression as a solution to its problems (foreign or domestic), will be provided a seven-day warning period to cease aggression.
(Aggression is ceased when all military assets are confirmed as "at ease", and inactive).
- Rule 2: Failure to comply will trigger pact coordination for a neutralizing policing action.
The initial policing action is non-lethal (electronics jamming, tear gas and similar irritants, smoke screens, etc).
Coordination requires full transparency within the pact. Trust but verify. The goal is dispute resolution by alternate means than mass murder and war.
