This should be very simple, whenever you ask for a water at a dine in restaurant, assuming that you are in fact getting things to eat, they should be required by law to provide you with free tap water in a glass or disposable cup and not a bottle of water that you will be charged for. If a restaurant wants to sell bottled water that is of course fine, but one should have to request bottled water. The restaurant should not assume a patron wants bottled water unless they ask for it specifically.
