Make a way so that Schools cant require you to buy a "New" book unless there is a percentage of new information in it.

While attending college I have noticed that Author's come out with new editions of textbooks every year. These "new" editions cost more(USAToday) and have little to no information changes. I've heard rumors that some just change the cover picture and that is the only difference between the 8th and 9th edition. This is also a major waste of paper and a study shows that deforestation(not recycled) has increased from 20 million(2006) to 30million(2008).(ecolibris)

Would you still buy certain food products if they increased the price yearly while only changing the label?
