Section 230 of the Communications Decency Act provides that:
"No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider."
This section protects publishers of private content who avoid criminal liability by gathering the information from third parties. The most infamous of these sites are those which publish nude photos of individuals obtained either through hacking into email accounts or through jaded ex-lovers. These sites provide private information - such as address and name - about the people depicted in the photos and the prevalence of these sites has become endemic on the web.
