The welfare program has become a huge burden on our society as a whole . When it was created it was intended to be a safety net for the poorest in our nation. It has become a way of life for many and a "career" choice for many young people that lack motivation. By imposing lifetime limits we can curb the abuse of the system and begin to cut costs.
There are also many public services that could be preformed by those recieving benefits that would be valuable to the communities in which they live. This provides an opportunity for job training and an uninterrupted work history. Both of which will help in future job search efforts.
