Make wording on legislation understandable by the current national reading average which is about 8th to 9th grade level

Due to the gap between the verbiage in our legislative documents, and the current reading level of the average adult American, the majority of the nation is unable to understand the effects of said legislation.

This should not be the case. The majority should be able to understand what is going on; not the minority.

Legislation should be written at the current national grade reading average, so the nation understands it.
