Expanding VISTA and putting people to work will 'kick start' the economic cycle by allowing people to earn paychecks, have taxes taken out, spend what they earn (and pay sales taxes), and VISTA also includes medical coverage. Since VISTA is already in place, I don't think you need congress to approve that approach, so by-pass the political infighting and 'get-r-done'. Vista can be used to create jobs for any non-profit organization or government agency at any level, and in most cases does not need security clearances. I am sure with a few creative minds you can figure out how to make it work.
