Making it easier to change a reenlistment code and also more difficult to just hand out RE-4

I am going to use my situation as an example for people to totally understand. I was in the U.S. Coast Guard from 9/99-2/2001. I was we'll respected from the Commanding Officer and any other service member I worked with.
I regretfully made a mistake on my 20th birthday and smoke marijuana. Shortly after I was randomly drug tested and my results came back positive. I was not court marshaled, I was given a general under honorable conditions along with a RE-4.
I have talked to many other Military personnel from all branches of the military. Every military person whether enlisted or an Officer they all told me I should have never been discharged especially for a first offense. The all stressed that I should most definitely not received a RE-4.
I would love to serve my country again.
