Making it a federal crime to stalk public places and peaceful assemblies with arms

Over a long period of time, organized armed self-proclaimed militias and other armed persons have stalked public places, schools, places of religious worship and peaceful protests intent on intimidation based on a claim of their 2nd Amendment rights.

Given that more mass shooting have occurred in 2015 than days in the year, and continue to increase unabated by the failure of Congressional action, this petition requests the President, Department of Justice, and Congress of the United States to make it a federal crime for armed groups or persons to stalk public places, schools, places of religious worship, and citizens while peacefully assembling under their First Amendment rights, and that peaceful assembly does not include the right to carry arms.
