Manadatory for congress to convene for a minimum of 45 full weeks out of the year with 80% attendance of both houses.

The case is simple, Congress doesn't work and yes that is a pun. If you look at the calendar for the House of Representatives for this year there is not one month where they are in session for at least one day every week. The reason that most of them give is that they do work in their offices or back in the home districts or states but that is not why they were elected it was to write laws. The truth is this Congress, House and Senate, have done less than any other congress in the history of this country. The American people deserve better!!!!!!!!!!!
