Mandate 50% of Child Support to be Put directly into a college fund for the child or children until they are 18.

I have never recieved child support. I have recieved welfare at down times in my life. I have one son. He has the intelligence that would take him to the top of an engineering program.
I see a lot of mothers who go through this. They come into my place fo work buying six pack after six pack , cigarettes, energy shots ect, with their child support cards! Their kids in old clothing lucky to get a piece of gum.
Though I have maintained and raised my child without child support. I needed TANF/AFDC at certain times. The children have no control. They have paying parents that are so broke they barley survive .
A mandatory law should be; that a percentage of child support should be put into an account or cd for the child(ren) until 18 a foundation for a positive future.
