Mandate that all bills presented to congress be written in laymen terms and accessible to the public free of charge.

Every citizen of the United States has the right to clearly understand what is being presented to congress by their representatives. They are also entitled to review this information in an unbiased fashion in order to know what is being presented on their behalf.
The majority of U.S citizens can not interpret the meaning of a house bill until it becomes a law and it is then written into a more legible language for understanding. But all election ballets and voter information is written in laymen terms for all citizens to understand how to vote and for whom they are voting for. Yet, none of the bills that are written and presented on behalf of these citizens are written in laymen terms for all to understand.
