Mandate that all cellular devices should be able to interoperate on all cellular networks for 2G, 3G, and 4G.

Currently, cellular devices (mobile phones, tablets, and laptops, etc.) are designed to only work on one cellular network (CDMA devices from Verizon, Sprint, etc.) or two cellular networks (GSM devices from AT&T and T-Mobile). This problem is made worse in 4G with Verizon and AT&T using different frequencies for LTE. AT&T and T-Mobile also use different frequencies for HSPA+. It is possible to make cellular devices that are capable of connecting to all types of networks, as there are several on Verizon and Sprint that are technically capable of it. However, Verizon and Sprint lock down the radio so that they are not allowed to connect to AT&T or T-Mobile's networks. This is exemplified in the Motorola DROID 2 Global, DROID Pro, DROID 3, and PHOTON 4G. Force all carriers to interoperate!
