The Federal Government has Civil Rights Actions and Equal Employment Complaints brought against it on a daily basis by Federal Employees. Many of these Civil Rights Actions and Equal Employment Complaints are brought about due to Federal Supervisors and Managers violating Civil Rights Laws, Office of Personnel Rules and Regulations, and Presidential Executive Orders. In most cases, these Supervisors and Managers do so with little, if any, fear of being held accountable for their actions. The Federal Government is held accountable and is absorbing the full cost of these litigations. This Act is to mandate that all Federal Supervisors and Managers be held accountable for their actions and absorb partial costs involved involved in Civil Rights Actions and Equal Employment Complaints.
