The mandate for all finacial institutions to identify themselves as investors in derivatives is to allow individual account holders the opportunity to move their funds out of such banks that make high risk investments in derivatives.
If an financial institution invest in derivatives, funds must be dedicated for individual account holders total account values; for example if Bank A invest in the derivatives and has $100 Billion in account assets, $100 Billion must be in reserve to offset a financial collapse.
