Mandate that all law enforcement be required to use rubber bullets instead of metal ones in lieu of events at Ferguson.

In light of the Ferguson and Tamir Rice shootings, it is clear the use of metal bullets by law enforcement is questionable at best. The alternative, rubber, effectively provides self defense for officers as well as serves the purpose of deterring crime with an appropriate amount of force. Metal bullets create life and death situations that may be too overwhelming for police officers to make sound judgments. Rubber bullets are effective for subduing suspects while eliminating the risk for serious injury, allowing the suspect to be apprehended and taken to court. This is the primary role of a police officer when dealing with assailants, apprehending and having the law of court decide on whether the suspect is guilty or innocent.
