The United States of America government should mandate that any person receiving government welfare and/or Supplemental Nutrition Assistance Program (SNAP) benefits should be randomly, annually drug tested.
Individuals that return positive drug test results should be suspended from all government support programs until they have completed a proper rehabilitative program.
Working American citizens are required to pass drug screening test to apply for jobs and are subject to random drug screenings while employed. Unemployed recipients of SNAP and/or welfare should not be treated any different than working class citizens.
Employed citizens that are using SNAP and/or welfare should be exempt from drug tests if their company provides drug screening.
