Mandate that all sea containers headed for the United States be scanned to prevent the importation of a dirty bomb.

The United States receives millions of sea containers every year. Only a tiny fraction of those are actually inspected. Customs officials look for irregularities in the paperwork before pulling one aside for scanning (x-raying). My petition would ask that all inbound freight from other countries be scanned before loading onto ships. This is much more effective than waiting until the containers are unloaded onto our shores. Other countries would demand the same and eventually the trafficking of all sorts of bad things (drugs, weapons, illegal cash) would be diminished. It's the only way we can prevent an eventual disaster in one of our harbors.
