Every state should be mandated to drug test any person applying for any type of welfare assistance or in any entitlement program through a Random DOT 9 panel drug screening. This will lower the states debt and help lower the federal debt. 1 out of 5 people receive gov assistance and with implementation of this program this number should be expected to drop to 1 out of every 50 people.
