The shooter in the Virginia Tech incident was able to obtain a firearm because the state of Virginia did not report his name to the FBI database for those ineligible for gun ownership. Additionally, Those who are ineligible to own firearms under existing law due to domestic violence convictions, mental health or criminal records etc. should not be able to buy guns because of a loophole.
