About 14% ($496 billion dollars in 2010) of our federal budget is going to safety net programs. Programs such as welfare, food stamps, and TANF. This is provided by tax payers that have employment and many have had to take a drug test to gain employment. It is fair to mandate welfare recipients to take drug testing to receive public assistance. The constitution states the government, "Shall not disable any natural or constitutional right without due process of law, and then only to the extent necessary to avoid infringing the rights of others." When a welfare receipt is breaking the law the tax payers are being forced to still pay their way, in violation of the tax payer constitutional rights. This would limit abuse of welfare based programs to allow our tax dollars to be wisely spent.
