MANDATE AN ANNUAL BALANCED BUDGET OR HOLD CONGRESS IN CONTEMPT AND IN SESSION UNTIL SUCH IS PASSED.

It is the opinion of the undersigned that The Government of The United States of America shall prepare and present a balanced budget annually; that, said budget shall demonstrate fiscal responsibility, accountability, and appropriate funding; that, both congress and the President shall be held in contempt and thus, in session, until such time as a balanced budget is passed by congress and signed by the President.
