Mandate Annual Contracts for all U.S. Law Enforcement Officers.

Create a bill to revise law enforcement employment retention practices, revise police behavioral and weapon use codes, plus revise police misconduct investigations and disciplinarian measures taken against officers who violate law enforcement procedures and break the law through targeting and violating the human and civil rights of the people (especially people of color) they swore to protect and serve.
The bill will require law enforcement officers nationwide to work under "Annual Contract" that will be renewable based on officers' adherence to revised, much stricter behavioral codes that pertain to use of firearms, tasers, and other physical apprehension (ban choke holds) methods. The bill will also bar officers from turning off body cameras, except when using restroom, while on duty.
