mandate that any and all laws, bills and regulations be adhered to by the Congress and Senate members.

Our government officials should have to answer to the same laws and regulations they impose on the American people.
For example:
It is illegal for an American citizen to smoke in any government building. However the Congress and Senate members can not only smoke in their lounge (bar), they can also smoke in their offices.
There is mandatory drug testing for American citizens however the Congressmen and Senators are not tested.
It is considered perjury for an American citizen to lie while giving information to government agencies. Yet the Congressmen and Senators constantly lie while trying to get their bills passed in the House and Senate.
This double standard has to be stopped and our elected officials have to work for us, not against us.
